Although I can give the direct link to the file but unlike other google products chrome version have very short life. Thus I shall explain to you how to make the URL yourself.


Step 1 Find out the latest version
For this go to http://googlechromereleases.blogspot.com/ there you will see terms like Dev, Beta, Stable releases, if you dont understand these then opt for the latest stable version.
The version number will be something like a.b.ccc.ddd
ccc.ddd is the part important to us.

Step 2 Cook the URL for offline installer file
Now the URL for version a.b.ccc.ddd would be (this is merely based on observation and may not be true always) http://dl.google.com/chrome/install/ccc.ddd/chrome_installer.exe
For example as of now the latest stable update is 7.0.517.44. in this case ccc.ddd = 517.44 thus our URL will be
http://dl.google.com/chrome/install/517.44/chrome_installer.exe
